Here’s what actually happened for pro-life Pennsylvanians this week:
Monday, September 21, was the last day to comment on Regulation 10-242, the Department of Health’s 502-page rewrite of the Chapter 27 disease rules. Rep. Kathy Rapp and 84 other House members told the department to withdraw it. Rapp said more than 4,000 public comments came in, and they run overwhelmingly against it. A closed comment window is not the end of the rule. It is the start of the part that happens in an office you don’t get to sit in.
The letter flags what the draft actually does: broader vaccine reporting and more access to private medical records, health officials interviewing minor students in private at school without clear parental knowledge or consent, entering a private home while staying quiet on whether they need a warrant, and wider isolation and quarantine rules that leave the door open for a mask order by memo. Senator Scott Martin has also said the draft takes mother off the page and puts “birthing person” in its place.
The same week in Washington, FDA nominee Heidi Overton told the Senate HELP Committee that mifepristone is “safe and effective as labeled” and that she would not prejudge a review the agency has been promising for more than a year. About 50 pro-life leaders asked her to put back an in-person visit instead of a mailbox. Women who say the pill nearly killed them were on the Hill asking Congress to stop mail-order abortion drugs. Governor Shapiro has been clear he intends abortion to stay legal here, and a pill in a mailbox is how you get around a state that thought the question was settled.
The comment window is closed. The record is not. Right to Life Pennsylvania will keep saying what was in those 502 pages after the department is counting on everybody to move on.
